Just spitballing here as we careen off-topic...

Make the Speed Pack--when active-give you a huge speed boost, disables weapons and forcibly prevents you from taking or carrying the flag. When it is turned off, you are deadstopped and there is a delay before you can re-enable it and before your weapons come back. It has a limited number of uses before you must restock at an inventory station.

That way you cannot use it for capping or combat, but it becomes a tool for either traversing the map or else a bunch of shorter hit-and-run movements. By giving up your shield-pack, your survivability is reduced to compensate.

Yes, you could set up a forward resupply station, but if you already have that you might as well travel as a nitron-ing pathfinder anyway.

Come to think of it, you could give the Speed Pack to the Raider and then transfer the Jammer Pack to the Brute and increase its radius a bit...

The whole point is to use it for combat, it isn't a fast travel perk. 2x run speed will still get you around the map like a snail. And it wouldn't do a whole lot for cappers either, so no need to completely neuter it.

The premise is the same as shield pack, it benefits him primarily on the ground and indoors, just swaps durability for agility.
