How would you build the damage model?
Add whatever you would like in your unique game parameters.

Soldier Spinfusor (Should be the baseline unit of damage, IMO.) = 910 damage.
Divide by (X = your number here) 100 basic SMG hits.

910/100 = 9.1 damage per SMG hit.

910/50 = 18.2 damage per SMG hit.

910/25 = 36.4 damage per SMG hit.

910/10 = 91 damage per SMG hit.

Mortar Range (Should be maximum in game unit of range for weapons.)
All Spinfusors = 80% Mortar range.
Saber Launcher / Sniper Rifles = 75% Mortar range.
Grenade Launchers = 50% - 40% Mortar range.
SMG's = 60% - 30% Mortar range.
Grenades = 25% Mortar range.
Knives = 5% Mortar range.
Melee= ~1%. You got it.

Soldier Spinfusor splash diameter / (X) = ( Addition to SMG Damage or ROF.)
Soldier Spinfusor speed / (X) = SMG ROF.

You get the idea...
What seems fair and balanced to all parties concerned?
(King Solomon rules).
